Crisis Decisionmaking in the European Union

The book consists of three case studies of crises managed by the European Union. The first study investigates the 1999 dioxin scandal in Belgium; this study shows how the EU agricultural and health sectors handled yet another food scandal soon after the mad cow disease scandal. The second study looks into the EU Commission’s handling of the 1999 earthquakes in Turkey. The study illustrates the Commission’s ability to mobilize catastrophe assistance and coordinate internal and external efforts in the European arena for humanitarian aid. The third study differentiates the 14 other EU states’ sanctions against Austria in 2000. The decision-making procedure was carried out completely outside the formal EU framework and the sanctions were officially called “14 bilateral agreements”.
