Civil Security and Crisis Management in the Baltic Sea Region: The 1999 Strömsborg Workshop in Stockholm and the 2000 Tallinn Conference

This volume is a compilation of two regional meetings on civil security and crisis management in the Baltic Sea area organized in cooperation with the Secretariat of the Council for Baltic Sea States (CBSS) and the Swedish Agency for Civil Emergency Planning (ÖCB). The first meeting was a workshop held on March 18–19, 1999, at the CBSS Secretariat in Stockholm, Sweden. The second meeting was a conference held in Tallinn, Estonia on October 22–24, 2000. It was hosted by the Estonian Ministry of Internal Affairs and also co-sponsored by the CBSS and ÖCB. The purpose of this conference was to foster a multilateral approach to civil security in the Baltic Sea area. Speeches and research presentations from the workshop and from the conference are compiled in this volume as well as a summary of the crisis simulation exercise, which was held at the Tallinn Conference. An agenda for building a partnership for research and training in the Baltic Sea region was approved by the participants.
